This paper provides an introduction to pro-poor growth, commenting on the concepts of growth, poverty reduction, inequality, democracy and accountability. It discusses the policy implications of a pro-poor growth approach and tools that can be used to direct such strategies. The authors argue that economic growth is not sufficient for poverty reduction. They point to the importance of market access and state that there is no viable one-size-fits-all approach.
