This paper focuses on the political economy challenges of making economic growth policies pro-poor. It looks at several related issues, including the importance of governance, institutions, corruption and the role of power sharing and downward accountability. The author argues that the government's role in enabling pro-poor growth results from the provision of public goods and social protection mechanisms and the creation of institutional conditions for more inclusive and equitable development.
