This report discusses ways to enhance implementation of UN Security Council Resolution 1540, which calls on UN member-states to prevent non-state actors from obtaining weapons of mass destruction. The authors put a particular emphasis on the mandate of the ad hoc committee established by Resolution 1540. The report sets out background information, suggests a series of implementation and adaptation indicators, and discusses international cooperation and assistance with regard to Resolution 1540.
