This official EU position paper analyzes the impact of climate change on international security. It considers the consequences of such international security risks for Europe’s own security, and examines how the EU should react. The paper states that the EU is in a unique position to respond to the impacts of climate change on international security, given its leading role in development, global climate policy and the wide array of tools and instruments at its disposal.
