This paper assesses Afghanistan's foreign assistance-based financing model for its security sector. The author argues that donors are perpetuating a high level of aid dependence, not setting strong incentives for institutional reforms, and generating fiscal risks for the state. He analyzes the drivers of these fiscal sustainability and delivery problems and formulates policy prescriptions over the short and long term.
