This text looks at the current scope of humanitarian crises around the world and the gap that exists between humanitarian needs and responses. To deal with the latter problem, the paper’s authors recommend that we collectively 1) prevent conflict, reduce disaster risks, and ensure compliance with international law; and 2) facilitate adequate, timely, effective, efficient and sustainable humanitarian responses.
