This paper focuses on the way the EU ‘governs’ its foreign policy, which is not compatible with an effective EFP. According to the text’s author, the problem has its roots in three original (i.e., structural) sins – 1) the lack of integration within EU foreign policy areas; 2) a similar lack in capabilities; and 3) a democratic deficit in EFP policy cycles. The Lisbon Treaty’s attempts to tackle these problems have unfortunately failed up to this point, the author continues, which means that further measures are indeed necessary.
