This report identifies factors that contributed to the apparent success of the US surge in Iraq, focusing on the Sunni landscape of the country. It examines how al-Qaida has lost local support in Iraq, highlights the supportive role of the tribes and looks at the state of the Sunni insurgency. The paper argues that the insurgency is a weakened yet still potent force, despite growing divisions and the co-opting of several important groups by the US.
