This report sums up the results of the authors visit to North Korea after the country shut down its key nuclear facilities at Yongbyon and allowed inspectors from the International Atomic Energy Agency (IAEA) back to monitor the shutdown. It concludes that the country's leadership has made the decision to permanently shut down plutonium production if the US and the other four parties live up to their commitments made on 3 October 2007.
