This paper discusses how Sierra Leone presents a 'worst-case' context for trying to preserve international standards of justice while negotiating peace. It provides a background to the 1999 peace talks, examines the amnesty in the Lomé process and accord and outlines provisions for reparations and truth and reconciliation processes.
