This bulletin reviews 1) the US’ and China’s foreign aid programs since the 1950s, including their key objectives and how they rivaled one another; and 2) the possible impact of the Trump administration’s mooted cuts to the US aid program. The latter cuts would come at a bad time, argues the text’s author. Not only because they would undermine the US’ ability to ‘manage’ China’s expansion into Central Asia, but also because they would undermine America’s ability to promote liberal values around the world.
