This report examines the concept of the protection of civilians (PoC) as understood and articulated by its propagating and implementing actors in the field. It addresses the protection of civilians in conflict situations and how the concept of PoC has evolved to become a major discourse largely unalterable to the myriad of actors operating in situations of armed conflict. The authors explore the concept mainly in the context of Sudan.
