This paper examines the exterior links in Europe's immigration policy. It points out that EU member-states cannot deal with the phenomenon of migration individually. Instead they have to consider migration cooperation between member-states and third countries. The author says that the distinction between internal and external management of immigration has become obsolete. In order to manage this phenomenon effectively, a true European common immigration policy is required, together with a coordinated approach in Europe’s policy on cooperation with development.
