This paper identifies good practices regarding the war powers of national parliaments in Europe as well as practices that need to be improved to strengthen the democratic legitimacy of national and European security policies. It examines the relevance of national parliaments for military security policy and identifies the individual parliamentary war powers in the EU countries. Finally, the paper presents a proposal for national minimum standards for the parliamentary control of military security policy in the EU member-states.
