This publication describes Russia's economic re-emergence and evolving policy framework for macroeconomic performance. The author surveys Russia's development from the difficult days of the 'transition recession' and the 1998 crisis to the sustained and robust growth since 1999, which is only partially related to the energy price cycle. The publication considers several different components of the improved Russian macro and microeconomic frameworks, looks at some of the remaining priorities for economic reform, and finally provides several policy recommendations.
