This paper presents an econometric analysis of the way the Kyoto Protocol's Clean Development Mechanism (CDM) approves methodologies and individual projects. The authors show that along with formal quality criteria, political and economic variables determine the final CDM Executive Board decision. In particular, Executive Board membership of the country or countries concerned raises the chances of a project to be approved.
