This brief examines the regional architecture of the Asia Pacific region. It argues that the area has too many regional organizations and that they are unable to do all the things required of them. The author highlights the challenge by the rising powers of China and India in this context and suggests a new framework for regional institutions, including the establishment of a more effective security organization and a Heads of Government meeting separate from the Asia Pacific Economic Cooperation (APEC) and the Association of Southeast Asian Nations (ASEAN).
