This brief explores the implications of the 2007 Taliban spring offensive on the international reconstruction and security effort in Afghanistan. The authors argue that a more aggressive posture by the coalition forces toward the Taliban and more concerted international pressure on Pakistan are needed to ensure that Afghanistan does not once again become a safe haven for international terrorist organizations.
