This paper addresses the problem of hypoxia in the Gulf of Mexico. The author defines hypoxia as a condition in which dissolved oxygen levels are too low to sustain most marine life. The paper comments on the scope of the problem and looks at the work of the US Mississippi River/Gulf of Mexico Watershed Nutrient Task Force and its Action Plan. Subsequently, it assesses whether there has been any measurable progress and whether perennial crops are the answer.
