This paper looks at the US Department of Agriculture's (USDA) proposal for revenue-based countercyclical payments (RCCP) to farmers. The USDA characterizes RCCP as both "disaster relief" and an income safety net. The author examines whether such a provision would fit under WTO rules and if it is good for farmers.
