This paper examines how a smarter investment in US taxpayer dollars could bring greater societal benefits in a new Farm Bill. The author argues that the current US agricultural system is not working - neither for farmers and rural communities in the US and abroad, nor for the environment, nor for public health. She calls for the Farm Bill and other related policy vehicles to take advantage of the opportunity to reform agricultural policy, striving to achieve a low-cost, environmentally friendly, economically prosperous agricultural system.
