This publication addresses US foreign direct investment (FDI) policies and laws that restrict FDI in areas vital to national security. The paper argues that many of the changes in FDI policies constitute the start of a protectionist trend. The authors track the rise of protectionism in several countries and analyze the reasons behind this trend. The publication also gives policy recommendations for countries as well as international organizations to counter the rise of protectionism and maintain an open investment climate.
