The publication discusses the institutional framework needed to develop an international regulatory system to counter environmental degradation. The report examines emission reduction and emission rights through the paradigm of private property and public goods. The author suggests countries should approach environmental protection multilaterally, through the establishment of a bargaining system that would allow for the valuation of the ecosystem.
