This paper provides a proposal for sweeping changes for US foreign aid policies. The contributors explain that the foreign assistance system employed by the US is badly outdated, poorly organized and generally ill-equipped to meet contemporary global challenges. This consensus-building document identifies the challenges and opportunities confronting US foreign assistance and offers recommendations on how best to seize them.
