This report discusses possibilities for reinventing humanitarian intervention. The authors outline the changing parameters of state sovereignty since 1945 before tracing the development of the Responsibility to Protect doctrine from its genesis in the International Commission on Intervention and State Sovereignty to its international endorsement in 2005. The report further examines the parameters of the concept as well as its political and legal status and highlights the key normative and practical challenges to its implementation.
