This paper provides an insight into some of the contextual issues that have influenced British defense policy since 1997. Specifically, it considers the parameters of defense policy planning and some of the dimensions of modern warfare that have shaped its direction. It also offers an explanation for the difficulties in assessing the nature and size of the UK defense budget.
