This paper discusses a multibillion dollar nuclear investment that the US Department of Energy has proposed, known as “Complex Transformation,” which calls for upgrading existing nuclear weapons facilities and building new ones. It states that this program is technically unnecessary and goes against the growing consensus among former top government officials that US should reduce and/or eventually eliminate its nuclear weapons arsenal. The author recommends that this plan should be put on hold until the new administration takes office in January 2009.
