This report discusses the state of federal policy in the US through an asset-building perspective and focuses mostly on how it affects the asset base of low income families. It gives a review of asset-building policy development in 2007 and then examines the budget proposal for the fiscal year 2009. It further presents a forecast of asset policy issues to be considered by Congress and calls for policies that promote savings and asset building.
