This paper discusses the publicly funded pre-kindergarten (pre-K) programs and charter schools in the US. It reveals that high quality pre-K programs are an important part of public policies that can be used to combat poverty and inequality as they provide strong skills to children attending them. The author concludes that if charter schools and pre-K programs partner together, the outcome will be a narrower achievement gap for low-income and minority students.
