This paper examines the political and constitutional situation in Bolivia in the first half of 2008. The authors argue that the standoff between the Morales administration and the political and eastern lowland opposition over departmental, regional and indigenous autonomies and the controversial new Constitution threatens to further destabilize Bolivia. They suggest that the only conceivable way to overcome the crisis is for all parties to engage in a constructive dialogue, giving priority to resolving the autonomy issue by amending the not-yet-adopted new Constitution.
