This publication examines internal and external actors that influence the institutional development of EU accession countries. The authors analyze a panel of 25 transition countries and their degree of integration into three international organizations: the EU, the WTO and NATO. The report concludes that NATO membership may provide significant additional incentives for good governance beside the lure of EU membership.
