So, how can the US build on the progress the Iraqi government and its partners have made in liberating areas once occupied by ISIS? The authors of this report believe Washington needs to help create an Iraqi Government that’s more responsive and legitimate, primarily by 1) publicly announcing its long-term commitment to the country; 2) working to improve its economic, governance and military capabilities; and 3) mediating in good faith between Baghdad and the Kurdistan Regional Government.
