This paper examines Tanzania’s recent changes to its mining and petroleum laws and regulations, and their potential impact on smallholders and other investors in the country. Basically, the state has reestablished itself as a player in these fields, which augers a major shift in bargaining power between the government and smaller competitors. One source of tension and mistrust is land acquisition for investment purposes, which can be highly complex.
