This paper explores the continued stranglehold Ukraine’s oligarchs have on the country. It specifically explains 1) how and why the ‘old guard’ has been able to preserve its power in the wake of the Revolution of Dignity; 2) how members of the country’s political elite have carved out their own lucrative business relations; and 3) why attempted “de-oligarchization” efforts have yet to take hold.
