This paper examines the growing popularity of ‘institutional completeness’ within Canada, which is a concept that champions greater organizational influence by minority groups and the ability to provide services to their members. The seeming virtues of the concept are that they provide minorities the opportunity for non-territorial autonomy and the means to compensate for past injustices.
