This publication argues that the debate about the future of Europe, reinvigorated by Brexit, has revealed important divergences between the EU's member states. The text’s authors conclude that it will be difficult to find a compromise on the most controversial reforms, such as those related to the eurozone and migration policy, and that muddling through will probably remain the dominant feature of the integration process.
