This report examines existing trends in defense spending in India and Pakistan. More specifically, it 1) argues that New Delhi’s military modernization efforts will be delayed; 2) claims Pakistan’s defense budget is probably higher than what’s reported in official defense documents; and 3) estimates how much each country spends on nuclear weapon-related capabilities. Ultimately, what the numbers tell us is that Pakistan’s reliance on nuclear weapons will increase as India’s relative advantage in defense spending and conventional military power continues to grow in the years ahead.
