This bulletin examines the European Commission’s proposal to settle the legal status of the Nord Stream 2 pipeline with Russia. While the bid undermines Germany’s claims that it has exclusive jurisdiction over the pipeline, the EU-Russian agreement could settle legally ambiguous aspects of its operation, including access and trade conditions, environmental issues, and security matters.
