This paper argues that North and South Korea should manage their water resources together. The reasons are straightforward enough – 1) declining rainfall over the last two decades; 2) poor water resource utilization rates, and 3) the obvious economic and social benefits that would accrue if Pyongyang and Seoul jointly developed a climate-resilient water security strategy.
