This paper looks at the rules the European Commission (EC) finalized in October 2016 in order to let Gazprom use the onshore leg of the Nord Stream gas pipeline, i.e., the OPAL Line. In particular, the text’s authors 1) question the transparency of the decision and the way it was announced; 2) consider the context of its adoption; and 3) speculate on its potential consequences.
