This paper examines the role of the Organization for Security and Cooperation in Europe (OSCE) and its contribution to European stability since the end of the Cold War. The authors examine the shift from inter-state to intra-state conflict on the European continent and describe how, with its comprehensive security agenda and civilian focus, the OSCE has managed to improve conflict prevention and rebuild war-torn societies.
