This paper describes the role of national and international defense industries in shaping governmental decisions on security policy and arms procurement. The author discusses how the production and sale of military goods and services factors in both national security policy and economics, and how the technologically advanced status of the defense industries can contribute to the pursuit of power by states. The paper describes how Western European defense industries have undergone profound transformation since the end of the Cold War, and how those changes have involved cuts in production, volume, capacity, structure, and ownership.
