This paper describes the characteristics of weapons of mass destruction (WMD) and explains how they are designed to destroy civilian populations, property, and economies. The author examines why the acquisition of weapons of mass destruction is so attractive to weak or isolated countries that have no conventional means by which to contest US military power.
