This paper examines the cooperation of Southeast Asia states in the ASEAN framework as a condition for broader regional cooperation. The paper offers economic background information and discusses the role of ASEAN as an actor in regional relations. The author concludes that the informal character of ASEAN, together with changing domestic and international conditions, give no reason to assume an inevitable progression towards greater regional cooperation in the Southeast Asian region.
