This publication features a collection of essays on potential governance options to deal with the challenges resulting from the emergence of a global digital ecosystem. The key questions at the root of the report are: 1) who should be in charge of reversing the troubling developments in the globe's digital spaces; and 2) how to contain key risks without undermining the Internet’s many advantages. In this context, the publication focuses on 1) new forms of state surveillance and censorship; 2) how existing national regulations conform with the International Covenant on Civil and Political Rights; 3) the private sector’s role in preserving a healthy and diverse online environment; and more.
