This paper reviews the results of an October 2016 workshop which focused on the challenges faced by the UN Support Mission in Libya (UNSMIL). The challenges include 1) the extent of social and political fragmentation in Libya; 2) the UN-led political process’s lack of legitimacy; and 3) the UN-backed Libyan Government of National Accord’s inability to deliver basic services. The participants also identified six priorities for UNSMIL that could be incorporated into the mission and help tackle these problems.
