This paper examines the ongoing debate over whether cyberspace will continue to expand within a universal framework or fragment into disjointed geographically-based borders. The text’s author further analyzes the evolving role of traditional governance in a global technological system that transcends national borders. Finally, and due to the potentially far reaching economic and social implications of a universal network, the author presents a baseline proposal for the technological characteristics and policy frameworks that could sustain global growth and openness.
