The National Commission on Terrorist Attacks Upon the United States (also known as the 9-11 Commission) was established by congressional legislation to report on the circumstances surrounding the 11 September 2001 terrorist attacks. The report examines the events of that day and those leading up to it. Emphasis here is given to the activities of Osama bin Laden and the al-Qaida terrorist group; US intelligence and counterterrorist policies prior to and after the attacks; and the effectiveness of US emergency preparedness. The report concludes with recommendations to guard against future attacks.
