This is the declassified version of the report by the Joint Inquiry into the work of the US intelligence community prior to and after the September 11 terrorist attacks. The first part of the report lists the inquiry's findings and conclusions; the second provides a narrative of the September 11 attacks; the third examines issues specific to US counterterrorism policy before and after the attacks such as intelligence gathering and sharing and the effectiveness of human intelligence sources; the fourth part discusses the report's findings with regard to US national security.
