This article contends that rivalry persists between Russia and Turkey in their shared neighborhood of the Black Sea and the South Caucasus. However, the text’s authors also note that Moscow-Ankara relations have warmed overall since 2015 downing of a Russian warplane by Turkish forces over Syria. Indeed, they contend that by building on their wider rapprochement, the two powers could work together to help reduce the risk of regional conflicts. In particular, the two countries could do so by 1) taking steps to prevent accidental clashes in the Black Sea; 2) improving the plight of Crimean Tatars; and 3) encouraging Armenia-Azerbaijan dialogue.
